Cursory literature search revealed two recent algorithms which might be worth investigating:

• NuOscProbExact (possibly improved upon in https://inspirehep.net/literature/2697207)
  • fully in Python
• NuFast
  • fast C++ and Fortran implementations, Python code as "learning tool"
