Live Photos: provide choice on whether to download video, image or both

Summary

Live Photos are currently downloaded as two items - a still image and a short video.

Please can you provide a configurable option to allow the user to indicate if they want to download:

1. Both the image and the video (this is the functionality today)
2. The image only.
3. The video only.

Context

I have zero interest in the video part of a live photo and I just want the image. This is because I've always taken a Live Photo by accident.

Whilst I can use --skip-videos to prevent the video part of live photos being downloaded, it also prevents all genuine videos being downloaded.
