Error when checking PETSc build

I am having trouble with getting PETSc to work according to the guidelines for building MOOSE.

When I run the command make PETSC_DIR=~/scratch/projects/moose/scripts/../petsc PETSC_ARCH=arch-moose check, I get the following error repeatedly:
./ex19: /cm/local/apps/gcc/9.2.0/lib64/libgfortran.so.5: version 'GFORTRAN_10' not found.

Seems you are missing some libraries for compiling. What is the output of ‘env’

You are missing a Fortran compiler. I think you skipped the step to install MPI-wrapped compilers.
what platform are you installing moose on?

You should follow the getting started instructions from the main moose website. The page you are using is not immediately reachable, there are steps to follow first

Windows 10 is my platform. I did follow the steps for getting started, starting from the Windows 10 steps and then proceeding through Mambaforge3 and Conda. I may have missed the step to install MPI-wrapped compilers. Do you know where I can find the directions to install MPI-wrapped compilers?

The steps for WSL on windows 10 do not involve installing petsc. It is downloaded directly using conda

Step was unnecessary for Windows 10 installation when using conda.
