Boolean operation problems

Hello!I'm newer in MOOSE.
Currently, I'm trying to do this 2D planar mesh geometry Boolean operations as shown in the picture. I want to cut four quarter - circles off the corners of a rectangle, then attach four small rectangles along the edges of the big rectangle.And I want to stretch it along the Z - axis like the picture. I'd like to know whether the MOOSE code could complete this process. If possible, the subtracted boundaries will be smooth?And what type should I use?Also, I'm not sure which tools to use. Do you think the AnnularMeshGenerator,CartesianMeshGenerator and StitchedMeshGenerator can get this done?

CartesianMeshGenerator & StitchMG should work well for adding the rectangles after.
For the circle and center part, there are several options. I think the reactor module with the PolygonConcentricCircle will get a 4 pin pattern than you can trim down using:

• ParsedGenerateSubdomain & BlockDeletionGenerator
  or PlaneDeletionGenerator

In fact, I intend to use this geometric shape as a fuel structure and apply the CSG concept to achieve the effect of torsion and stretching. In MOOSE, after drawing the 2D planar mesh, I want to directly stretch the mesh in the Z - direction to replace the CSG layered method shown in the picture and complete the mesh of the twisted fuel rod. As I understand, the BlockDeletionGenerator operates on 3D meshes, so it may not meet my requirements or get the meshes with the same geometric structure as in the picture?

you can just do the actual twisted fuel rod starting from a 2D mesh and extruding with a twist.
