Consider title change to "SDP for RTP over QUIC (RoQ)”

We received this request from Ross Findlayson (@rsfinlayson) during the AVTCORE adoption poll.

I would prefer that the title be simplified to "SDP for RTP over QUIC (RoQ)”, because this could also be applicable to protocols that use SDP in a declarative style - e.g., a potential upgrade to RTSP.)

Spencer is happy to make this change, but has questions about whether the mandatory SDP "tls-id" Attribute works in declarative SDP applications. If so, full steam ahead - the protos and other attributes don't require a response from the other RoQ endpoint.
