S controller CLI: manual rebalance with optional subsidy

• optional arg to provide max dst LST amount rebalancer willing to subsidize
• use jup API to swap from src LST to dst LST

On-hold:

current plan is to adjust fees s.t. to incentivize arbs in the event of pool imbalance, resorting to manual rebalance only as a last resort, so hopefully this wont be needed for now
