Most recent build doesn't work for macOS platform

Cannot install from pypi version for 0.2.0, need to fix the deploy github action

In spmat, we use build to build sdist
https://github.com/ihmeuw-msca/spmat/blob/main/.github/workflows/python-deploy.yml#L29
One way to go is to stick with this and not deploy the binary. So when user pulling package from pypi they will need to compile on their own platform.
