Allow for Debug mode to be opened up during the title screens and other menus

I dunno if it's intentional or a limitation, but in Mugen 1.1B, you can open up debug mode outside of matches with Ctrl+D (Like on the main menu) and it will stay open in and out of matches, but on Ikemen GO using the latest nightly, you can only open it up during matches (and it goes away as soon as you get back to the character select)

If there could be a way for debug mode to stay open outside of matches, that would be cool.
