Permission Policy tests are incomplete

The permission policy tests don't currently test <iframe allow=...>.

It would be amazing if we could have tests for those.

Hi Marcos,

This repo is about an API for mocking out devices, which I don't think would be needed for a permission policy test (IIUC, this is a request for/bug about a missing WPT?)
