GPSR: tests: enable DynamicIPv6 fingerprint example

The GPSR-over-IPv6 shutdown/restart scenario runs cleanly now; the old
"doesn't support starting in node DOWN state" reason is stale. Record it with
tplx;~tNl;tyf like the other gpsr rows (GPSR has no packet serializer, so the
~tND ingredient the placeholder row used is not applicable) and flip ERROR->PASS.
