Local Cache creation sometimes fails with error #609

Describe the bug
I have an automation test which creates a local cache with all possible configurations, then tries to download the config with different formats and after tries to create it gets an error message and the cache is not created.
The error message please find in the attached image:
The logs contain only an exception from issue #608 .
The interesting thing is that, if I copy the configuration and create the cache manually directly from config wizard (just pasting the configuration into testfield), the cache is created properly.
The automation will be provided later with PR.
