Convert `Past 5m...` dropdowns to duration selector

The past 5m.. dropdown on data explorer and dashboard can be converted to a more flexible duration selector.

@ebb-tide If I am understanding correctly, instead of a "Past x" drop-down, you want a "Past x" selector that's similar to the "Window period" selector?
Where would be a reasonable location for the "Past x" selector? I am thinking about putting it right above the "Window period" selector.
