Add Ability To Enter URL For Adding Data via Line Protocol

As seen on page 11 of the document here, https://drive.google.com/file/d/1FEQ-VA_ijlmVD7g6pOxQ2tFTxPSOMuXn/view?usp=sharing, the original plans for uploading data options included the ability to enter a url through which we would be able to load line protocol data. This ticket is to track the work intended to address this feature.
