chore: Update release URLs for beta and snapshots

We need to update two key pieces here.

1. Packager releases of Core should include the name "core"

Wrong: https://dl.influxdata.com/influxdb/releases/influxdb3-3.0.0-0.beta.3_darwin_arm64.tar.gz
Right: https://dl.influxdata.com/influxdb/releases/influxdb3-core-3.0.0-0.beta.3_darwin_arm64.tar.gz

This mimics how it works with Enterprise and will be more clear on the product downloaded.

2. Predictable filenames for snapshot releases should use same convention as versioned snapshot filenames

Versioned filename (correct (assuming '1' is fixed)): influxdb3-core-3.0.0+snapshot-6a3767fb_darwin_arm64.tar.gz
Predictable filename (wrong): influxdb3-core_aarch64-apple-darwin.tar.gz
Predictable filename (right): influxdb3-core_darwin_arm64.tar.gz

I think all that is needed for this is to update https://github.com/influxdata/influxdb/blob/main/.circleci/packages/config.yaml#L97

So, I'm not sure this is strictly required since the snapshots aren't going to be widely used now that we have release builds. Essentially what is happening is that build-release is creating the tarballs using the arch triplet and places that into /tmp/workspace/artifacts. Then build-packages is run that is calling into packager which creates additional build artifacts in /tmp/workspace/artifacts based on configuration. Then publish-packages is pushing everything in /tmp/workspace/artifacts via the snapshots job.

I personally don't think it is worth fixing this but if someone wanted to, then publish-packages probably needs to be updated to rename the files with the arch triplet to instead use <os>_<arch>.

Fyi, I fixed the rename from influxdb3 to influxdb3-core since in verifying my suggestion it was trivial to do a PR, but I don't plan on working on adjusting the predictable snapshot filenames myself (unless someone asks me).
