Remove deprecated option in `inputs.kafka_consumer` #19085

Remove the following deprecated option and provide a migration:

inputs.kafka_consumer/connection_strategy   ERROR since 1.33.0 removal in 1.40.0 use 'startup_error_behavior' instead
