feat: Add a component to overwrite configurations in tests #626

Proposal
Currently tests are split into ones which modify configurations, such as trusting period, and ones which use default bootstrapping.
A component which allows each individual test to update the required configurations should be added
For Admin Use
- Not duplicate issue
- Appropriate labels applied
- Appropriate milestone (priority) applied
- Appropriate contributors tagged
- Contributor assigned/self-assigned
