refactor(interop): Finalize interoperability repo/PR

The starkware-interop repository is not fully aligned with:

• the interop PR
• latest Malachite version
• version of Apollo

We need to come up with a ToDo list of things to be done and fixed in order to have the repo in a stable state people can build from.

DoD

• Define purpose and use case for the starknet-interop repo.
• Identify the users of the repo
• Define a DoD for the repo
• Create a tracking issue with work items towards the completion of the work
