such that each "complete" signature stays together on one page

This is especially important with multiple signatures (exceeding one page), the page break can happen anywhere, resulting in, for example, a signature at the bottom of a page then its name at the top of the following page.

This can be super confusing when the underline+name are on the second page as it looks unsigned

Tho a simpler fix might be to enable the "Natural Tables" extension:

Extension: ntb

In the context output format this enables the use of Natural Tables (TABLE) instead of the default Extreme Tables (xtables). Natural tables allow more fine-grained global customization but come at a performance penalty compared to extreme tables.
