Prior to this fix, ``api/main.py`` gated the causal-explanation endpoint with
``if all_failing > _MAX_FAILING_REFUTATIONS`` where ``_MAX_FAILING_REFUTATIONS
== 3`` and ``all_failing`` could only ever range over ``{0, 1, 2, 3}`` (three
refutation tests run against a single hardcoded treatment,
``wash_ring_membership``). ``all_failing > 3`` was therefore mathematically
unreachable — the safety gate was silently inert on every request, regardless
of how badly the causal model's assumptions were violated.
Separately, ``CausalEngine.estimate_ate()`` wrapped DoWhy's
``identify_effect``/``estimate_effect`` in a bare ``except Exception`` and
silently substituted a plain OLS coefficient on any failure — including a
genuine DoWhy non-identifiability signal, which was itself suppressed via
``identify_effect(proceed_when_unidentifiable=True)``. The correlational
fallback was indistinguishable from a genuine causal estimate in the API
response.
These tests cover the redesigned gate (fraction-based, coverage spanning
every causally-identified feature) and the new causal-vs-fallback provenance
fields (``estimation_method``, ``estimation_notes``, ``refutation_coverage``)
at the ``CausalEngine`` level, with no dependency on ``api.main`` (which pulls
in the full app dependency graph — tracing, admin router, ZK/py_ecc, etc.).
See tests/test_causal_explanation_api_gate.py for the corresponding
API-level (FastAPI ``TestClient``) tests of the endpoint's gating and
response-construction logic.
DoWhy is not installed in this environment (it's a heavy optional
dependency — see requirements.txt), so tests that need to control DoWhy's
identification/estimation/refutation behavior inject a fake ``dowhy`` module
into ``sys.modules`` rather than relying on a real install. This exercises
the exact code paths (``from dowhy import CausalModel``) that run in
production when DoWhy *is* installed.
