DCM file not opened

Bug description
There is a dicom file that can be opened by Weasis. It cannot be opened in this project.

Steps for reproduction
I upload the file and it gives the error in the screenshot

Expected behavior
Opening the file and showing the tags inside

I added "File Meta Information Group Length" and it worked
