Problem

• The DICOM currently lacks the Deflate Transfer Syntax (UID: 1.2.840.10008.1.2.1.99).
• This syntax is required for Lossless compression of entire DICOM datasets according to DICOM Supplement 244.

Proposed Feature

• Add the Deflated Explicit VR Little Endian Transfer Syntax with the following details:
  • UID: 1.2.840.10008.1.2.1.99
  • Name: Deflated Explicit VR Little Endian
  • Type: Lossless Compression
  • Description: Compresses the entire DICOM Data Set using Deflate (RFC 1951) after standard Explicit VR Little Endian encoding.

Potential Alternatives

• Currently, no alternative Transfer Syntax provides the same lossless compression for the full dataset.

Additional Context

• Including this Transfer Syntax is important for applications handling non-pixel data (e.g., structured reports, presentation states) without modifying pixel data.
