Add support for recently open sourced govtool

For both deployment and process-compose, I'd like to see govtool backend and frontend (via nginx or whatever reverse proxy we choose) added.

Both are already packaged with nix and have a flake providing packages. We would need NixOS services (either in here like we did with mithril or contributed upstream) as well as a new process-compose stack extending the db-sync one providing these running services.
