Put the RTS in a separate output

As @rvl [mentioned](https://github.com/input-output-hk/haskell.nix/pull/336#discussion_r351944469) putting the `rts` in its own output might reduce the closure size. There are some complications associated with this, but we should keep this as a nice-to-have goal in mind.
