[TASK] : Build `hermes` just once for all integraion tests

We have a bunch of such comments in our integration tests:

Build hermes just once for all tests

For example here:

We should consider reworking this mechanism so that hermes is built just one and then cached using earthly so that all integration tests can just execute the binary.
