Create CLI for iliquid circulating supply commands #61
Description
We need to implement CLI commands that will enable calling functions in TrustlessSidechain.NativeTokenManagement.IlliquidCirculationSupply: depositMoreToSupply and withdrawFromSupply. New commands should be called deposit-to-ics and withdraw-from-ics and should have user documentation.
