Provide a default ICS withdrawal policy #62
Description
We need to provide a default implementation of the IlliquidCirculationSupplyWithdrawalPolicy script. This implementation should always return false (no withdraws allowed for now) and should be inserted as version 1 in TrustlessSidechain.Versioning.V1.getNativeTokenManagementPoliciesAndValidators.
