Document general support for passing `aws_region` paramater.

Many guidance and best practice documents require you to 'loop' through all regions or all active regions to ensure a requirement.

It should be directly stated any 'shared allow params' that can be used by all resources so people, like myself, don't try to add them into the resources :)
