Cataloger receives ticket too early

Expected Behavior

When a new record has to be treated, a cataloger receives an RT ticket that should let her open the entry in the holding pen straight away.

Current Behavior

Tickets are opened very early (before refextract and friends) thus zealous cataloguers might follow the link in RT ticket way too early and open a still running (status that is currently not so explicitly stated) holding pen entry, and think it's blocked.

Part of me wants to answer "Can't they just wait?", but ok, I see their point.

Well, this can be the occasion for us to restructure and linearize the workflow: with a simpler linear workflow you send the notification just before stopping for curator feedback, after you've done all the ML/time expensive steps.

There's also the question: is this happening because our workers are becoming slower? If so, why?

I believe this might happen now that we have introduced re-download, and we are finally ensuring that PDFs are actually downloaded (most of the time). When no pdf, the workflow is much faster (previous situation). Now it does indeed all the enhancements (refextract+classify) and try to download many times.
