We need to pin dependencies when we do a release so users never end up with untested versions of dependencies.

Since we're a library, installing with other libraries creates major issues when pinning == dependencies, as libraries typically use >=. We started on CI/CD stuff for 2nd party #1061 and part of that is the matrix to validate what latest pinned dep can be within the poly repo set (2nd party).
