Add missing languages to languages.page (#12056)

* Add missing languages in alphabetical order
 Closes #11989
Added missing ISO language entries to languages.page.
Languages were inserted in correct alphabetical order as required.

This PR adds the remaining MARC language codes to the languages.page file.

All language codes are:
- Added in alphabetical order
- Follow the existing file format
- Use correct MARC language names

This completes the list of missing languages mentioned in issue #11989.

* Add missing quote, and remove zxx (it's handled in code)

Removed the 'No linguistic content' language entry.

* remove duplicate entries
