Thanks for the report! Since this is a 403 on /api/save_many, it likely points to an auth/permissions issue rather than copydocs logic itself.
To help triage, could you share:

• How the local Open Library instance was started (docker / make dev / services)?
• Whether you were logged in as an admin when running copydocs.py
• If saving a single record (non-batch) hits the same 403
  Happy to help narrow this down once we have those details.
