Expected Behavior
Most likely HoverInfo should either stay in a fixed position relative to the map or disappear when you scroll away. A separate issue might be to add the ability to dismiss HoverInfo by clicking on it
Current Behavior
HoverInfo stays in a fixed position relative to the browser window rather than the map when you scroll.
Possible Solution
Change the position to be anchored to the map. Add an onclick dismiss action
