Add the option to add labels in reference controls in framework import

Problem statement
If We can add the labels as their own sheet we could also add a label field in the reference control that acceprt comma separated label_ID.
This will allow the generated applyed controls to inherit the labels so defined

Expected behavior

1. Add a column in the reference control sheet to allow the comma separated ID of labels
