Upgrade Node.js to v18

Node.js v18 is not yet fully compatible with webpack 4 and the webpack build fails.
When this is solved, upgrade to Node.js v18.

Using Node 16, the Docker image build fails.

Building it with Node 18 works fine, though I have only tried building the image and have not run it.
