Adminstration panel drafts search and facets don't match #3239

Describe the bug
In the draft admin panel, the facets search across all records (which may have drafts), while the search bar only searches across unpublished drafts. This results in really weird behavior. For example, on my system it lists 3,215 results found at the bottom of the page, but the PDF facet has 76,567 results. And if you click on the facet you get record results, which have different buttons (no set quota, for instance). It would actually be nice to be able to modify drafts associated with records from this interface....but that's probably a separate improvement.
Steps to Reproduce
- Go to /administration/drafts
- See that the number of records in the facets don't match the search results in the bottom
Expected behavior
The facets and search box should search the same thing.
