record: improve communities section by removing need for modals

• Currently on the record page, we make a fetch request to the communities endpoint on page load to get the communities. Instead, we should pass the communities from the backend directly.
• Additionally instead of having a modal with pagination of the communities, we should directly have the pagination in the communities section itself.
• Instead of hiding the [Remove, Set branding] options in the modal, these should be directly accessible from the communities section
• The only modal still required at this point is the "Add communities" modal, which I've placed in the top right, but it could be beside the show more button
