Vocabulary updates propagation

When a vocabulary entry is updated, we want to reindex all of its referencing entities. Some examples:

• After adding new translations to an entire vocabulary (e.g. resource types), we want all records referencing resource types (either in resource_type.id or related_ientifiers.resource_type.id) to be reindexed
• After updating a funder entry, we want all records referencing the funder in funding.funder.id to be updated
