RFC: Vocabularies (draft)

Write an RFC for how we should deal with vocabularies in Invenio. Examples of vocabularies could include:

• languages
• licenses
• author roles
• grants
• resource types
• etc.

@lnielsen I can create PRs for these two RFCs... We are going to create the ones for data streams and names vocab... it would be nice if we could somehow reference the main vocabs one.
