Cannot view categories and parts tree

Describe the bug*

Dear all,

I tried to view a complete tree of categories, subcats, parts for a list of items i created.
unlike the docu suggests, I cannot view this tree. buttons that may do the job are greyed out.

Can you please advise?

Steps to Reproduce

1. create cat, subcats, parts.
2. link them up into a tree hierarchy
3. try to view the resulting tree -> cannot find any option how to accomplish this
