Describe the bug
If haproxy-portal is enabled on one interface it binds to all IPs

To Reproduce
Configure cluster, enable one interface with a portal.

Expected behavior
haproxy-portal should bind to the interface it is enabled on only.

The portal should only be available on interfaces it is configured for.
