After adding the arguments field to the BootstrapCommandConfigs, you can configure default parameters for the melos bootstrap in melos.yaml to perform some default behaviors
Reasoning
Configuring default parameters makes it convenient to use and eliminates the need to receive additional parameters every time. Users can flexibly configure according to the usage scenarios
