Increase default UV_HTTP_TIMEOUT

I am right now updating from v5.9.1 to v5.10.0 and the default timeout of 30s causes issues for some reason. My connection is stable and everything downloads just fine once i do UV_HTTP_TIMEOUT=100000 ./Invoke\ Community\ Edition.AppImage.
Does it ignore making progress on the download and just time out if the whole single package download takes longer than 30s? Happened to me before.

I'm reviewing uv's handling of timeouts. They use read_timeout via reqwest.

From the reqwest docs:

Enables a read timeout.

The timeout applies to each read operation, and resets after a successful read. This is more appropriate for detecting stalled connections when the size isn’t known beforehand.

Default is no timeout.

uv sets this to 30s by default. From my understanding of this setting, we don't expect to get timeout errors while uv is actively downloading a package.

I'm not sure why the problem is occurring, but increasing the timeout seems reasonable.
