When reloading saved json analysis (standalone clin.iobio), the findings page shows confusing message about reviewing variants

This is a low priority bug as it only occurs in an edge case.

This message should not show in this scenario since there are variants shown in the panel. Note that this misleading message ONLY shows if the user has not clicked on the 'Review Variants' tab and analysis has completed on all the listed genes.
