Bluetooth Low Energy plugin

I have been working on a Capacitor plugin for Bluetooth Low Energy that supports the web, iOS and Android.

It's not yet published on npm. I wanted to see if there is interest to add it to the capacitor community directly. What does the process look like to add a new plugin to the capacitor community?
