New iOS builds rejected from App Store

The changes made to CDVWKWebViewEngine.m in the last commit (to enable inspection) is causing the AppFlow build to use the iOS 16.4 SDK. Apple now requires all submitted binaries to use iOS 17+, hence builds are rejected.
