Include details about external catalog harvesting in the docs #94

What can be improved? What is missing?
The documentation about the catalog is amazing! https://ioos.github.io/catalog/pages/architecture/ It provides such a great, pragmatic overview and technical details about the catalog's functions and how to get registered. As I've been reading up on it more and more over the years, I keep finding myself asking questions about how the catalog is harvested by downstream "External Catalogs", like data.gov.
@mwengren could we include a new page/section about how those harvests are done? It would be helpful for others to understand where the records are going and the details of those processes. I'm thinking a section about data.gov and maybe ODIS (once iodepo/odis-arch#389 and #86 are complete).
