[Task]: Add warning to proposal overview when revote is needed

Task description

Sometimes the user may need to revote by making a transaction and we can possibly detect that. If so we should show a warning when revoting is needed at the top of the proposal details page.

• Add revote warning and button to the top of the proposal overview view when revoting is needed
