[Task] Upgrade to wasm-pack 0.10.X

Description

Update wasm-pack to the latest version and make sure build and tests succeed.

Motivation

In order to stay up to date with the latest features we should upgrade to the current wasm-pack version.

Change checklist

• The feature or fix is implemented in Rust and across all bindings whereas possible.
