Bug description

When a user tries to perform certain actions in the CLI with only one coin, the following error occurs:

Cannot find gas coin for signer address 0xda06e01d11c8d3ef8f8e238c2f144076fdc6832378fb48b153d57027ae868b39 with amount sufficient for the required gas budget

This happens when splitting a coin, registering a name, and possibly others. Additionally, when merging coins when only two coins exist, the same error occurs.
