Error generating headers

Using the master branch version of `fetch-linux-headers.sh`:

```
Installing kernel headers for COS build 16623.227.33
cd /linux-lakitu-16623.227.33
zcat /proc/config.gz
make ARCH=x86 oldconfig
```

returns

```
Error in reading or end of file.
```

This occurs on GKE. Any ideas?
